A practical starting brief for foreign-invested (FDI) manufacturers planning a new facility, ready-built factory conversion or expansion. Define the process and utility interfaces before fixing the construction scope.
Start with the right delivery route
Greenfield / new build
Coordinate the site master plan, civil and structural works, cleanrooms, MEPF, process utilities and production-equipment interfaces from the outset.
Ready-built factory conversion
Check the existing structure, loading, available power and water, clear heights, utility routes and fire-safety arrangements against the intended production process.
Expansion / live-site upgrade
Agree shutdown windows, isolation and tie-in points, temporary services, contamination controls and a staged commissioning plan with the operating team.
Six decisions before a reliable proposal
Production and equipment
Share the process flow, equipment list and supplier utility schedules. Distinguish semiconductor assembly, packaging and test (including OSAT), electronics assembly, optics, silicon carbide and other compound-semiconductor requirements.
Room and contamination requirements
Define areas, people and material flows, target ISO classes, particle sizes and occupancy states where relevant. Also consider temperature, humidity, ESD, vibration and process-specific contamination risks.
Utility capacity and reliability
Identify connected, peak and future loads for power, cooling water, compressed air, gases, water and exhaust. Agree redundancy, monitoring, metering and points of connection.
Existing facility and site interfaces
Confirm surveys, as-built information, access, structure, floor loading, ceiling zones and maintenance routes. Review site-specific approval responsibilities with the investor and relevant specialists.
Delivery boundaries and milestones
Define who designs, supplies and installs each package, including OEM works. Agree the design inputs, long-lead decisions, construction sequence, tie-ins and production-readiness milestones.
Acceptance and handover
Define tests and acceptance criteria before design is frozen: system commissioning, room classification where applicable, functional controls, documentation and operator training.
Connect production requirements to the facility scope
| Interface | Information to establish |
|---|---|
| Electrical and backup power | Demand and load profile, supply quality, transformer / distribution capacity, generator and UPS scope, protection and earthing. |
| HVAC and cleanrooms | Heat loads, contamination and occupancy conditions, air-system concept, pressure relationships, monitoring and agreed verification. |
| Process utilities | Equipment connection data for cooling water, compressed dry air, gases, water, vacuum and exhaust, including quality and capacity limits. |
| Controls and information | PLC, SCADA and DCS, BMS, FMCS, PMS / EMS interfaces, alarms, trends, metering, ownership of data and agreed IT / OT boundaries. |
| CSA and installation | Layout, loading, equipment access, platforms, penetrations, fire stopping, drainage, coordination and maintenance space. |
Questions investors often ask
Does every semiconductor or electronics area need ISO 5?
No. Cleanroom requirements follow the product, process and equipment risks. Define the ISO class, particle size and occupancy state for each relevant zone; room classification alone does not define the full environmental specification.
Can a ready-built factory be converted for advanced manufacturing?
It may be suitable after an engineering review. Structural and floor capacity, clear height, available utilities, exhaust routing, maintenance access and fire safety can determine feasibility and the extent of alteration.
What can Fuji CAC bring together?
Fuji CAC can coordinate design, procurement, construction, cleanrooms, electrical and mechanical infrastructure, building controls, process utilities, testing and handover within an agreed EPC, Design & Build, general contracting or specialist package.
What should we provide at the first meeting?
Start with the site and building information, process and equipment list, approximate areas, environmental requirements, utility demand, target dates and intended contracting scope. Unknowns can be recorded as design inputs to resolve.
